Garbage is the stuff we don't want. It's the trash or waste left over, especially the things that are biodegradable or will decompose. In North America, "trash" is paper, plastic, and other materials which will not "go bad", while garbage is the stuff that spoils. So, if not properly disposed of, it will attract unwanted critters -- bugs or scavengers.
Some residences have a common place to put the garbage, trash or recyclables. Others have city services or private resident-paid pick-up services. Still others require the residents to take their own waste to a dump or recycling center.
